Senior Contract Manager

BAE Systems Norfolk Ship Repair is seeking a seasoned, high-potential Contracts Manager II to join an exciting, fast-paced, and dynamic work environment in its Platforms and Services business unit. This is a supervisory position that will play an integral role in the successful execution of complex, high profile defense programs. The Contracts Manager II must have the ability to lead other contract professional(s), provide contracts leadership to the program team, and effectively interact with both internal and external customers. Duties include participation as a contracts lead and subject matter expert in front-end assessment of business pursuits, proposal preparation, contract negotiation, contract management, claims, and audits. This role will require significant customer interaction to ensure timely contract award and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications. This includes managing relationships with customer counterparts and interfacing with senior internal leadership on critical subjects. This role will have significant influence on the program and product line strategy by providing expert guidance on contracting matters and general business issues. Candidate must be able to readily adapt and thrive in a challenging, fast-paced environment. PRIMARY DUTIES AND RESPONSIBILITIES: Serve as the day-to-day contracts lead and subject matter expert for all phases of the contracting process from RFP evaluation, proposal development, negotiations, contract management, and contract closeout. Lead, manage, coach, mentor, and develop other contract professionals as assigned. Provide Management control and oversight of the Contract Administration function at BAE System Norfolk Ship Repair and contract guidance to the respective and individual Program Management teams. Lead and administer all post-proposal activities such as audits, fact-finding, contract negotiation, and award review. Maintains records of all information exchanged and results of each action. Works with customer representatives and program manager to track and expedite contract award. Administer all aspects of assigned contracts to ensure compliance with contract requirements including but not limited to financial limits, delivery or performance schedule, reports, and other terms and conditions. Advise program team of contractual rights, risks, and obligations. Lead and promote effective implementation and execution of proactive contract change management. Coordinate briefings and internal reviews in accordance with applicable policies and procedures to ensure that all required approvals have been obtained prior to submittal of proposals and execution of contract documents. Establish and maintain excellent internal and external customer relations and act as liaison with customer contracting officials for all proposal or contract matters, communicating status of open contract matters frequently with program managers, technical staff, and contracts leadership. Process all contract documents consistent with established processes and procedures. Ensure that contract data, contract files, and historical records are current, accurate, and complete in the company’s established business systems and repositories. Assist in development of improved procedures and best practices for the Contract Administration Teams. Other duties as assigned. Required Education, Experience, & Skills Bachelor’s degree and minimum 10 years related work experience Experience managing and leading other contract professionals. Ability to exercise discretion and independent judgment in the performance of duties. Mastery and expertise of government acquisition processes and regulations including FAR/DFARS. Ability to work successfully and productively in a team environment or independently with minimum supervision to achieve targets and timely results. Strong interpersonal skills with excellent verbal and written communication. Excellent organizational skills and the ability to manage multiple priorities in a fast-paced environment. Demonstrated ability to be proactive and self-motivated. Effective critical thinking and problem solving skills. Preferred Education, Experience, & Skills Knowledge of the marine industry and requirements of ship-work on US Navy, MSC, MARAD and agent managed vessels is preferred but not required. Master’s degree in business or other relevant field. CFCM or CPCM certification from NCMA. Demonstrated expertise and mastery of FAR/DFARS. Security Clearance.
