Procurement Compliance Specialist

Job Description: The process of verifying that Q.E.D. Systems is following established procurement procedures. This includes verifying that Purchase Orders and Subcontracts are awarded in a fair and equitable manner, identifying potential errors in required documents, and ensuring compliance with applicable laws and regulations (FAR/DFARS). Perform monthly FFATA reporting, and monthly training for buyers.

Position requires providing expert guidance on federal acquisition regulations and CPSR requirements. Review purchase order documents daily and provide positive feedback to buyers.  Incumbent would be required to enter data into the government FFATA site monthly, perform basic QED training as necessary, and perform additional NCMA training as requested by management.

Must be able to work independently with general supervision, exercise judgment within defined guidelines and practices to determine appropriate action.  May be required to provide guidance and assistance to purchasing personnel.

Must be an engaged and detail-oriented individual demonstrating the ability to take ownership and complete assigned tasks.

Job Requirements/skill sets:

-Concentrated knowledge of FAR/DFARS regulations

-Proficient in Microsoft Excel

-Abundant oral and written communication skills

-Experience purchasing labor and equipment/materials to repair Navy ships

-Experience writing subcontracts to repair Navy ships

-Experience in collecting and analyzing data with DOD, government and Civilian.

-Experience in reviewing price analysis documents

-Experience negotiating with multiple vendors to determine the best value for the company and the government (ability to evaluate pros and cons of each based on price, quality, speed of delivery and other factors)

-Aptitude in decision-making and working with numbers. (Basic math skills required.)

-Knowledge in Unanet a plus

-Knowledge in SpendLogic a plus

Education Requirements: College degree orfive years government acquisition experience.

Security Clearance/Naval Facility Access:  U.S. citizenship required.
