ESTIMATING MANAGER

JOB SUMMARY:

 

Plans, directs, and coordinates the activities of the department estimators. Ensures bids are accurate and pricing documents are complete and correct. This is a working Manager position, and also coordinates, develops, compiles, and submits detailed information as required to provide complete and comprehensive estimates of all labor, material, and subcontractor costs for all estimates.

This is a seasoned position whose function mentors and coaches all department personnel to job expectations. The job function exercises significant discretion and judgment in a matter that is significant to the organization’s likelihood of success in securing contracts.

 

Essential Functions:

 

  1. Manages day-to-day activities of the Estimating/Proposal Department.
  2. Establishes the estimate execution plan and organizes and directs the estimate preparation process.
  3. Manages and develops employees in the Estimating/Proposal Group, including training, rewarding, evaluations, hiring/terminations and discipline and accountability.
  4. Manages workload and recommends appropriate staffing levels.
  5. Works closely with business development, operations, purchasing, project controls & scheduling, risk management, QHS&E, legal (contracts) and management to ensure estimates/proposals cover all significant aspects of the project being bid.
  6. Participates in all phases of the proposal process from decision to pursue, strategy development and performance analysis.
  7. Promotes, develops and manages the preparation of project proposals to meet the needs of the organization and ensures compliance.
  8. Participates in final estimate/proposal reviews.
  9. Properly transfers the estimate/proposal to the project execution team.
  10. Conducts pre-estimate meetings with project managers and business line management, to plan bid strategies.
  11. Manages and prepares detailed estimates in accordance with the scope of work; analyze quantity take-off, determine manpower, equipment requirements, material items and subcontractors.
  12. Performs other duties as assigned.


QUALIFICATIONS:

 

  1. Bachelors’ degree in business administration, related field, or equivalent experience.
  2. 10 or more years related experience in field; or equivalent combination of education and experience
  3. Management and leadership skills and knowledge of Human Resource objectives.
  4. Possess superior knowledge of US Navy Combatant and Non-Combatant Vessels and Crafts. 
  5. Must possess a courteous, and professional demeanor
  6. Must be detail oriented, with excellent verbal and written communication skills
  7. Possess superior knowledge of the arrangement of US Navy vessels, system identification, marine equipment, and to a lesser extent, the operation of marine systems. 
  8. Possess superior knowledge of and know how to read and interpret specifications. Be able to read and interpret references to include, blueprints, Liaison Action Requests, Technical Manuals, military and commercial material specifications and standards of construction. 
  9. Must be able to use Microsoft Word, Excel, Outlook, Internet Explorer, or other internet search software.
  10. Must be able to gain access to military installations.
  11. Must pass drug test and background check.
