APRIL GENERAL MEMBERSHIP LUNCHEON: Rear Admiral Richman to Speak

Rear Adm. Richman is a native of Anderson, Indiana. He is a 1994 graduate of Purdue University, where he received a Bachelor of Science in Mechanical Engineering. He received a direct commission as an Ensign in the United States Navy Reserve in 1997. Richman holds a PhD in Mechanical Engineering from Purdue University, as well as a Master of Science in Mechanical Engineering from the Florida Institute of Technology.

Richman’s operational tours include roles such as Reserve Assistant Project Superintendent at Norfolk Naval Shipyard, Special Projects Officer with the Naval Sea Systems Command Ship Technology Directorate, and the Theater Nuclear Warfare Program Management Support Unit. He also served as Technical War-game Director for the Assistant Secretary of Defense (Research and Engineering) Joint Reserve Unit and deployed to Afghanistan in support of Operation Enduring Freedom, serving as the Chief of Operations for the NTM-A/CSTC-A Engineering Directorate.

His staff assignments include roles as Commanding Officer of the Surge Maintenance Bangor Unit; Commanding Officer of the Surge Maintenance Miami Unit; Commanding Officer of the Missile Defense Agency Unit; Executive Officer to the Deputy Director of the Missile Defense Agency; Commanding Officer of the Norfolk Surge Maintenance Unit; and Chief of Staff for the NAVSEA Warfare Center Commander. His last assignment was as Commanding Officer of the Strategic Weapons Engineering Unit, supporting Navy Strategic Systems Programs (SSP) and the Missile Defense Agency (MDA).

Richman assumed his first flag officer assignment as the 2nd Deputy Commander for Cyber Engineering, Naval Sea Systems Command (NAVSEA 03), Washington, DC, in October 2022.

Richman’s personal awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (three awards), Joint Service Commendation Medal, Navy Marine Corps Commendation Medal, Joint Service Achievement Medal, Navy Marine Corps Achievement Medal (two awards), and various unit and service medals and ribbons.
